Part 1,  Corporate FBI/CIA Terrorizes American Citizens
        ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

GARY NULL:
The Executive, the Judicial and the Legislative branches of the
United States Government proclaim that this is a just country, that
this is a fair country, that this is a democracy, that the consensus
is important to the Government, that the Government stays within its
laws when exercising its democratic processes.
Is that the case?

Now, many may ask: Why is it that we're interested in this
particular topic, at all?  Well, it's because if, on the one hand, I
am personally and individually concerned about freedom of choice, I
would like to have that freedom of choice, not just in health care
where we currently have a U.S. Food and Drug Administration using
its power in the most blatantly aggressive and frequently illegal
manner.

Just yesterday, they [FDA agents] were raiding health food stores 
in the northeast, taking oil of primrose, and doing it in their
typically overly zealous way, as if that was somehow a national
threat. And you can take that same mindset, that same attitude that
someone has put it into their mind to make a simple herb or a
vitamin become a target for bureaucratic vengeance, where all rules
of law are disposed with. There is a collusion between special
interest groups who want to have something removed [from the
shelves] and the investigative or regulatory agencies' capacity to
do it. Carry that over to other agencies, including the FBI, which
will be the focus of this particular hour, and you will see that it
is NOT a unique situation.

There are covert efforts to undermine the well-being of, to
discredit, to frequently imprison people in dissident movements and
dissident voices. And it's very easy for these Government agencies
or their leaders to make something that is insignificant, that is
completely legal and pro-American, seem as if it's almost a
terrorist effort that you're trying to exercise your freedom.

Let's go specifically to the issue at hand so that you can see.
Ross Gelbspan is on the phone right now. Ross is a leading authority
on one particular area that we're going to talk about.
Welcome to our program, Ross.

ROSS GELBSPAN:
Thank you, Gary. I appreciate you having me on.

GARY NULL:
Ross is a thirty-one-year veteran of daily journalism, and until his
recent retirement from THE BOSTON GLOBE, he had served with many
different publications. He wrote for THE VILLAGE VOICE in New York
City from 1969 to 1973. Along with local investigative reporting,
he wrote about environmental issues, covering the 1972 United
Nations conference, in Stockholm, on the environment. He has lent
his voice and his support to human rights advocacy efforts in this
country. He has also worked as the news editor for Scripps-Howard,
New York.  And during that period, he edited a book for
Scripps-Howard on the Congressional Watergate Hearings.  He also
taught, on an adjunct basis, at Columbia School of Journalism.
In 1979, he was hired by the Boston Globe as senior editor and
worked on special articles in that capacity.  He has also won a
Pulitzer Prize.

Now, to the issue, since you know a bit about our guest. Is it
possible that one of the most important, if not the most important
and powerful law enforcement agency in the United States, which has
a specific MANDATE not to do anything against its citizens in any
illegal way, has instead conspired repeatedly, and in a concerted
effort, to destroy those citizens who would challenge existing
political policy?  I would like to take this time to examine, in
detail and document each of the statements, that the FBI conducted
secret attempts to undermine and, in effect, discredit the
nationwide network of individuals and protest groups opposed to 
the Reagan Administration's Central American policies and programs.
I think that we'll be able to demonstrate that the more than TWO
HUNDRED verified instances of break-ins, burglaries, death threats,
harrassment and arson cannot and should not be set aside as being
done in the line-of-duty, as being necessary, as being so
insignificant that it does not deserve to be looked at or
prosecuted. As of this moment, the United States Federal Bureau of
Investigation has NOT been held fully accountable for its crimes.

At the same time, now that we no longer have someone [the so-called
"communist menace"] to fight -- now that the major threat of the
Soviet Union is gone -- is it possible that surveillance groups, in
Washington and in other locations, are searching for another
negative reference group, real or invented, on which to focus their
attention?  What are we to do about this?  It does not necessarily
have to come from rightwing extremist groups. Think of all the
current actions by American citizens wanting to seek change in
constructive and democratic ways. Are they going to be allowed to do
that -- or will they too be made the targets of an FBI that is out
of control?

Let's begin and take a look at specifics. And, with each of these
specifics, I'll ask you, if you would, please, Ross, to cite the
documentation at hand so that people can see that these are not 
ad hominem attacks or unsupported diatribes. These are very well
documented cases where the FBI has simply been breaking the law, and
doing so with impunity for a great many years, and has NOT been
brought to justice.

During the eight years of Ronald Reagan's presidency -- and
certainly, aspects of that administration continue to this day ....
[police state policies were instituted by the Reagan Administration.]
The people who were put in power to conduct these efforts have not
been retired or fired. Many of those people are still there. One of
the major practices of the Reagan Administration, in its paranoia,
was to engage in character assassination, intimidation, surveillance
and harrassment programs against any group whom the President's
policy-makers felt would threaten, or in some way neutralize, their
policies. Now that massive and largely unknown campaign was seen in
just a small way in the Iran-Contra Scandal.

I would like for you to show us how the campaign, for instance,
against the people who supported the freedom movements in the
Central American countries differed from the domestic surveillance
that was carried on in the 1960s by the Federal Bureau of
Investigation. Let's begin with that.

ROSS GELBSPAN:
Okay, Gary.  Let me just make clear that, while all these break-ins
happened, and all these harrassments happened, it's not proof that
they were conducted, per se, by the FBI. They happened parallel to
the FBI's investigations of many of these Central American support
groups, [which the FBI treated] as terrorist organizations.

     As I see it, the best way that you and I can harvest
     the seeds of realization that are being planted
     here is for each of us to join together to combine our
     individual strengths into one huge arm powerful enough to wield
     the awesome sword of the law, forged in Constitutionality, 
     against the totalitarian forces who are subverting our 
     Government and gradually herding us all into subjugation.    
     And so I urge you to contact either one of two legal institutes
     that I know of having the courage, the resolve and the respect 
     for justice necessary to serve as that sword of legality:
